Hash

After a #: https://host/app/#/users/42. Any static host serves it, because the server only ever sees the page’s own address; a reload comes back to the same screen with nothing configured. The default.

Path

As a path under the document’s base: https://host/app/users/42. The addresses read as an ordinary site’s would, and the server has to answer every one of them with the application’s page, which a static host does not do without a rule for it. The base is the document’s <base href>, or / without one.
