) -> Result<CellValue, WireError>

Decode one data cell against its ColumnType. raw is None for SQL NULL.

Errors

Returns a WireError when the cell does not match its declared type (e.g. a non-numeric DATE, a malformed TIMESTAMP_TZ, or odd-length BINARY).
