A separate type from HnswIterativeScan because pgvector accepts a different set of values here — measured against pgvector 0.8.6:

WARNING:  invalid value for parameter "ivfflat.iterative_scan": "strict_order"
HINT:  Available values: off, relaxed_order.

and the setting then falls back to off. One shared enum with a clamp would turn the operator’s choice into a value the server discards, which is the shape of the defect being fixed. Here it is simply not expressible.

RelaxedOrder

Continue scanning until k rows survive the filter. The only continuation mode IVFFlat defines.
