Observers/event system configuration.

Deliberately carries no handler definitions (#631): runtime observers have exactly one source of truth — the tb_observer table and the admin observer API. Compiled handler declarations (TOML [[observers.handlers]], SDK-authored observers_config.handlers) are rejected at compile time rather than carried as decoration the runtime never reads. deny_unknown_fields makes a hand-edited compiled schema that smuggles a handlers array fail loudly at load instead of deserializing minus the key.
