In-memory JWT replay cache backend.
Uses a DashMap for lock-free concurrent access. TTL is enforced by storing
the expiry timestamp alongside each entry and lazily evicting on lookup.
Not distributed: each process has its own cache. Use the Redis backend for multi-instance deployments.
