Disable FormulaPlane promotion/evaluation. This is the stable default; span evaluation is explicitly opt-in through configuration.

AuthoritativeExperimental

Experimental mode: accepted FormulaPlane spans are installed into graph-owned authority and are not materialized as per-cell graph formulas.
