LIB-001: Governance enforcement mode.

FailOpen preserves existing behavior — missing or broken governance artifacts produce a default observation and execution proceeds. Strict fails closed — observation errors and missing governance artifacts produce a GovernanceGateError and the caller must handle it.

Existing default: return empty observation on errors (fail-open).

Strict

Constitutional mode: return error on missing/broken governance (fail-closed).
