An open recording scope: every dispatch made while one is alive goes into a single command encoder and a single queue.submit.

The reason this type exists: a GPT-2 block issues ~16 kernels, and one submit each leaves the GPU idle between them waiting on the CPU. See WgpuContext::scope.
