list offsets request and response

Fields

follower_server_id: i32

value -1 indicate the request from client.

offset_type: i32

value can be 0,1,2 (see ListOffsetsParam for more details)

table_id: i64

partition_id: Option<i64>

bucket_id: Vec<i32>

it is recommended to use packed for repeated numerics to get more efficient encoding

start_timestamp: Option<i64>
