The values were rounded to the nearest step, with nothing added.

SubtractiveDither1

Every value was dithered, zeros included.

SubtractiveDither2

As SUBTRACTIVE_DITHER_1, but a pixel that was exactly zero is stored as such and comes back as exactly zero.
