Source used to publish and receive Nostr peer adverts.

relays keeps the built-in relay client as the peerfinding provider. external disables built-in advert relay publication, subscriptions, and cache-miss queries so an adapter can route ordinary signed advert events through a transport-neutral pubsub provider instead. Traversal signaling remains on the separately configured signaling relays.
