Determines when and how to establish a connection to a peer.

Variants

AutoConnect

Connect to this peer automatically on node startup. This is the only policy supported in the initial implementation.

OnDemand

Connect only when traffic needs to be routed through this peer (future).

Manual

Wait for explicit API call to connect (future).
