Backend-populated attempt handle for this claim (v0.12 PR-5.5). Valkey fills in an encoded HandleKind::Fresh; PG/SQLite are Unavailable on claim_execution at runtime per project_claim_from_grant_pg_sqlite_gap.md, so the field stays a stub on those paths.

Construct a ClaimedExecution. Added alongside #[non_exhaustive] per feedback_non_exhaustive_needs_constructor so consumers (backend impls building a claim outcome) can still build the struct after it was sealed for forward-compat.
