Compact, fail-closed witness for quantized provider attribution.
This first version is intentionally plan-static: construction requires the receipt that only exists after atomic static initialization completes. It proves every M0 denominator tensor is mapped through a quantized execution component to one selected vNext plan node/provider. It does not claim per-request normal-retirement coverage.
