A provider declaration for the compute topology captured by a resident reusable program.
Static means every captured choice and address is already bound by the
immutable plan and lane identity. Dynamic contributes an opaque
provider-owned fingerprint. EagerBoundary means this node lacks reusable
address authority and must remain outside resident segments. It does not
veto reusable segments owned by other nodes in the same wave.
