Compile already-bundled ESM code to QuickJS bytecode.
Split out of Self::compile because bundling and compiling can
happen in different processes: a client bundles (its working
directory is the one relative imports resolve against) and a host
compiles (its QuickJS build is the one that will load the
bytecode), so bytecode never crosses the wire between differently-
built binaries.
Does not touch the disk cache: the caller owns the key, because only it knows which inputs the code was built from.
