Exact commits applied strictly after the requested clock, oldest first.

clock: Clock

Terminal clock captured under the same read boundary as commits.

state: IndexState

Complete public state at clock.

truncated: bool

True when the requested clock is older than the retained journal, meaning the caller has missed commits and must re-read state rather than trust either view.
