Whether an index’s ignore classification applies every control file in its scope.

Sizes and counts never depend on this: a refused control file costs only the ignored and unignored split. Below a refused file that split is not exact in either direction, because the file may have held negations as well as ignore rules.

The index read no control file, so it classifies nothing as ignored or unignored.

Observed(ControlObservation)

The index read every control file in its scope and applied the ones it admitted.
