Per-block Gaussian parameters (diagonal covariance in the FPC score space).
Each block (k, l) — row-cluster k, column-cluster l — is modelled by a
diagonal multivariate Gaussian on the ncomp-dimensional block scores.
Indexed as block_params[k * n_col_blocks + l].
