XML record framing.

XML has no canonical record boundary, so one must be declared. On read, record_element names the repeated element; without it the decoder falls back to “the document’s root children”, which is right for the common <rows><row/>…</rows> shape and wrong often enough that naming the element is recommended in the docs.

root_element: String

Document element wrapping the records. Write only.
