0.8.20 Slice 5b (R-20-E7) — outcome of [Engine::excise_collection_record]. records_excised counts the erased operational_mutations versions (an append-only-log collection keeps every version of a key); state_rows_excised counts the erased operational_state row (0 or 1).

record_digest is SHA-256(collection + 0x1F + record_key) — the audit handle. The raw record_key is deliberately NOT carried: it is arbitrary caller-supplied text and may itself be the identifier being erased, so echoing it into a durable audit row would defeat the erasure.
