Snapshot of engine-internal counters returned by Engine::counters.

Public key set is owned by dev/design/lifecycle.md § Public key set and locked by AC-004a. Reading a snapshot is non-perturbing per AC-004c. The 0.6.0 surface exposes exactly these seven fields.
