A decided-but-not-yet-drawn display, and the first half of starting a run.

The display cannot be built until the input files have been validated and grouped, because it needs one bar per group — but the banner has to be printed before that work, or the messages validation emits land above it and the “everything the run says appears beneath the banner” property is quietly false. So the decision and the banner happen here, at the very top of the run, and start turns the plan into a reporter once the names are known.
