The full sentence for a run whose --changed-since request could not be applied: what was asked, what happened instead, and the next step.

The one prose source for this fact. The CLI writes it to stderr and publishes the same string on the envelope, so a log a human read and a report a script read cannot say different things.

Git’s own stderr is folded onto one line: the sentence travels into a jq-rendered CI annotation and into a rendered pull-request comment, and a multi-line value there splits one fact across two log records.
