Recreate the backing Docker/Podman containers for persisted DB instances after a fakecloud restart. Without this, persistent mode loads the row back into memory with db_instance_status = available but the container is gone, so the endpoint is dead (issue #1338). Each candidate is flipped to starting synchronously, then a background task brings the container back and flips it back to available. Instances persisted as stopped are skipped — StartDBInstance revives those.
