Why EventBridge refused a cross-service event.

AccessDenied(String)
The target bus belongs to another account and its resource policy does not allow the source’s principal to put events on it. The event is not stored, archived or delivered.
EventBridge could not take the event (e.g. delivery not wired yet at startup). The event is dropped; the source records a failed delivery.
