Override the propagation delay used by CreateDistribution, UpdateDistribution, and the equivalent DistributionTenant / ConnectionGroup ops. Tests pass a small duration so they don’t have to wait wall-clock seconds for the InProgress -> Deployed transition.

Flip a stored Distribution’s status synchronously. Returns false if no distribution matches id across any account. The admin endpoint POST /_fakecloud/cloudfront/distributions/{id}/status calls this so tests can force InProgress <-> Deployed without waiting on the propagation tick.
