指数退避重试策略。

控制重试次数和退避延迟，内部跟踪当前尝试次数。

默认值

• max_retries: 3
• base_delay: 5 分钟

退避计算

第 n 次重试的延迟为 base_delay * 5^n：

• 第 1 次重试：5min
• 第 2 次重试：25min
• 第 3 次重试：125min

创建一个新的重试策略。

max_retries 为 0 时不重试，直接返回首次结果。

pub fn attempts(&self) -> u32

返回当前已尝试次数。

pub fn backoff_delay(&self, attempt: u32) -> Duration

计算第 attempt 次重试的退避延迟。

使用指数退避公式：base_delay * 5^attempt。 对溢出进行保护，超过 Duration::MAX 时返回 Duration::MAX。

pub fn reset(&self)

重置尝试计数器。

在成功上报后调用，为下一次可能的故障重置状态。
