Host-resolved facts the engine needs but cannot fetch itself.

The host populates only the field relevant to the completed activity, doing I/O in exactly the same conditions as the original planner: act_scheduling only when reason_schedules_act is true, and setup_connection_hint_enabled only when the act paused for tool results.

setup_connection_hint_enabled: bool

url_elicitation_hint_enabled: bool

ask_user_hint_enabled: bool

ask_user_calls: Vec<(String, Value)>

The ask_user calls the act left pending, as (tool_call_id, arguments). Carried here rather than on ActOutcome, which is Copy and cannot hold them. Empty unless the act paused on ask_user.
