Session facts the host pre-resolves for the reason→act scheduling case.

The host fetches these (from its session store) only when reason_schedules_act is true, mirroring the original conditional fetch: blueprint_id scopes blueprint tool resolution, and workspace_id points tool file I/O at the (possibly shared) workspace rather than the session’s own keyspace.
