Untyped API representation of feature flags: a generic { "<flag>": bool } map.

Decision: the public API is intentionally untyped. The set of flags churns frequently; encoding each flag as a named schema property would force a docs/api/openapi.json change on every add/remove. A generic string→bool map keeps the API spec stable. The frontend layers its own typed view on top.
