How many times a tool call may safely be executed given the same inputs.

Used by the durable Act activity (EVE-530) to decide what to do when a prior execution attempt left a running claim in durable_tool_results:

• Pure / Idempotent — the running claim is stale; re-execute freely.
• AtMostOnce — never re-execute from a stale running claim; settle it as interrupted and surface an uncertain result to the model instead.

When unset (None), the conservative default is AtMostOnce.

Variants

Pure

No external side effects; always safe to re-execute (e.g. read-only queries).

Idempotent

Idempotent side effects; safe to re-execute with the same arguments (e.g. create-or-update, PUT-style writes).

AtMostOnce

Exactly-once semantics required; must not be re-executed from a stale running claim (e.g. charge a card, send an email, open a PR).
