Configuration for retry behavior

Fields

max_retries: u32

Maximum number of retry attempts (0 = no retries, just one attempt)

initial_delay: Duration

Initial delay between retries

max_delay: Duration

Maximum delay between retries

backoff_multiplier: f64

Multiplier for exponential backoff (e.g., 2.0 doubles delay each retry)

jitter: bool

Add jitter to prevent thundering herd
