Network adapters that retain an owned ExternalResources provider use this to avoid decoding large base64 bodies again before final verification.

Decoded bodies keyed by the URI declared in signed manifest content.

media_types: HashMap<String, String>

Observed media types keyed by the same URI.

unreachable: Vec<String>

URIs the caller attempted but could not retrieve.
