Handle for managing the tracing system lifecycle.

This handle allows for graceful shutdown of the tracing system, ensuring all pending spans are flushed before termination.

Shutdown the tracing system gracefully.

This flushes all pending spans and shuts down the exporter. After calling this, no more traces will be exported.
