Authorization to create a destination that is currently Ownership::Absent.

This is distinct from authorization to replace an Ownership::Owned destination. Replacement of Owned never requires this flag; creation of Absent always does.

Variants

AllowCreate

Installing into an absent destination is permitted.

DenyCreate

Only replacement of an already-Owned destination is permitted.
