How transaction-owned temporary evidence was handled.

This replaces the former PostCommitFailurePolicy::{Cleaned, RetainForRecovery} name, which conflated cleanup disposition with the ADR-0002 post-commit KeepInstalled | RollBack policy. The ADR-0002 policy is reserved for a future post-commit failure boundary and is not implemented here.

Owned temporary state was cleaned up.

RetainedForRecovery

Evidence was retained for an operator because cleanup was unsafe or failed.
