Checks that every value in the message is expressible in the interchange’s declared character repertoire (UNB S001 DE 0001).

This is the check partners actually enforce and that costs real money when it is missed: a UNOA interchange carrying a lower-case letter, or a UNOC one carrying , is rejected at the far end — but only after it has been sent.

Values are checked as decoded text, so run this after decode_interchange (or on natively-ASCII input). It answers “can this text be written back out in the repertoire the header promises?”, which is the question that matters.

A slice with no UNB — a single message window, say — is not checked, because nothing declares what it should be checked against.
