ClusterAdmin backed by an Arc<ServerPool>.

Mutations stage into an internal Mutex<Vec<ClusterChange>>; cluster_commit applies every staged entry under the pool’s existing RwLocks and rebuilds the token continuum once on the way out so dispatch sees the new ring.
