One peer’s reply (success, application error, or timeout).
AllReceived
Internal: every peer has reported back; transition
from BroadcastState::Gathering to
BroadcastState::Merging.
MergeDone
Internal: merge has produced the final response;
transition from BroadcastState::Merging to
terminal stop.
