The OpenAI /v1/embeddings spec returns either a vector of floats (encoding_format="float", the default) or a base64 string encoding raw little-endian f32 bytes (encoding_format="base64").

Serializes as an untagged union: a JSON array for Float and a JSON string for Base64, matching the OpenAI wire format.
