The Sample-decryption payload that follows the per-LTS fixed header in both sd_start (Table 33) and sd_update (Table 38): selected by ts_flag.

Ts(Vec<DrmMetadataRecord<'a>>)

ts_flag == 1 — a TS-level metadata-record loop (number_of_metadata_records).

§

Tracks(Vec<SampleTrack<'a>>)

ts_flag == 0 — a number_of_Sample_Tracks loop, each a SampleTrack.
