重试退避策略。

原来这两个值是写死的（10s 起、300s 封顶）。真实业务差异很大： 秒杀场景希望几百毫秒就重试，跨境对接可能希望几分钟才重试一次。

max: i64

退避上限（秒）。每次翻倍，到这里为止
