发给这一步分支的请求体。每步各自独立 —— 扣款那步要金额，发货那步要地址，它们本来就不该收到同一份数据。

留空则发 {}。#[serde(default)] 保证 0.2 及更早版本落库的 payload（没有这个字段）仍然能解出来，不会让老事务推不动。
