Emit a migrations.js index at the root of the migrations output folder.

Matches drizzle-kit’s bundle: true behavior. The file statically imports each migration.sql so JS bundlers (Metro for Expo/React Native, Cloudflare Workers for Durable Objects SQLite) can embed the SQL text at build time. Harmless for Rust-only consumers.
