JATS backend. fetch_images is docling’s JatsBackendOptions.fetch_images together with its enable_local_fetch (docling#4041, #392): when set, a <fig>’s <graphic xlink:href> is read from disk relative to the source file’s directory and embedded; off (the default), a figure is a picture with no image, as docling emits it.
