Knobs for the ddaPASEF MS/MS out-of-window gate: the same scan-interval gate as crate::dia_window, driven by PasefFrameMsMsInfo isolation events instead of DiaFrameMsMsWindows. On every timsTOF ddaPASEF file examined so far the acquisition writes MS/MS scans only inside the scheduled isolation events, so this gate removes nothing there — it exists as a guarantee, and for acquisitions that behave otherwise.

Scans of leniency added to each side of every isolation event (default 0).
