A single CIE chromaticity coordinate pair encoded as 12-bit fixed-point integers.

Used by DisplayID 2.x block 0x21. Each raw value is in the range 0..4096, representing a coordinate in [0.0, 1.0) with scale factor 2⁻¹² (divide by 4096 to normalise). The encoding may use CIE 1931 (x, y) or CIE 1976 (u’, v’) coordinates depending on the color_space_cie1976 flag in DisplayParamsV2.
