Which domains this caller is authorised to operate on. Per docs/multi-domain-spec.md §3, Admin and Service roles short-circuit this check upstream — domains is the per-Owner authorisation rule.

#[serde(default)] keeps backwards-compat: v0.6-vintage ACL entries lacking this field deserialise as DomainScope::All. T22 flips the default for newly-created Owner entries to AllowedWithDefault([system_default], system_default).
