A repo’s tsconfig alias reading, scoped per directory.

root is the repo-root chain (see read_ts_path_aliases), and nested is every directory below it that owns a tsconfig.json declaring paths or baseUrl of its own, longest directory first so the nearest ancestor is always checked before a shallower one. Built by read_ts_alias_scopes.
